THE KARNATAKA PROFESSIONAL CIVIL ENGINEERS BILL, 2024

The Karnataka State Government has passed an act, to establish a Council to be known as the
“Karnataka Council of Professional Civil Engineers”.

Registration to practice as Civil Engineer

Every civil engineer who intends to practice in the State of Karnataka will have to enroll himself in the register
maintained by the Council.

Qualification for Registration

  1. Any person having a Diploma or Bachelor or Master degree in a Civil Engineering discipline from a recognized
    engineering institution or university will be eligible to apply for registration.
  2. Civil Engineer who wants to register by paying registration fees.

Certificate of Practice

After Registering, one has to get “Certificate of Practice”. Following below are the conditions to get it,

  1. Diploma in Civil Engineering holders should have minimum 2 years experience under a Registered Professional Civil Engineer.
  2. BE or Master degree in Civil Engineering holders should have minimum 1 year experience under a Registered Professional Civil Engineer.
  3. If a Civil Engineer has an experience of 3 years, working in any Construction Company are also eligible to apply for this certificate.

Offences and Punishment

Penalty for non registration

Any person who practices as a Professional Civil Engineer without registration will be punishable with imprisonment which may extend up to six months or with fine of up to Rs.50,000/- or with both.

Penalty for falsely claiming to be registered

Any person who falsely claims as a Registered Professional Civil Engineer will be punishable with imprisonment which may extend up to one year or with fine of up to Rs.1,00,000/- or both.

If any person who practices Civil Engineering with out Certificate of Practice, will also be punishable with imprisonment which may extend up to six months or fine of up to Rs.50,000/- or both.

Apart from Registered Civil Engineers who obtains Certificate of Practice, no body else shall supervise or execute or certify an Engineering design or drawings. Any person who violates this will be punishable with imprisonment up to one year or fine of up to Rs.1,00,000/- or both.

Building Plan Permit

State government departments like Local Municipality or Area Development Authority which come under Karnataka Town Planning and Urban Development Act shall not permit Construction of Building, unless the design or drawing of the building is certified by a Professional Civil Engineer registered under this Act.

  1. We should have CIVIL ENGINEERING CENTRAL ACT ON ALL INDIA BASIC JUST LIKE LEGAL OR MEDICAL OR ARCHITECT ACT.
    FURTHER WE SHOULD HAVE VALUERS ACT ALSO.
    THESE TWO ACTS WILL OPEN OPPORTUNITY FOR PRACTICING CIVIL ENGINEER, START UP ECO SYSTEM IN CIVIL ENGINEERING PROFESSION
